It is a bounded synthetic process that identifies a missing record or authority, assigns an allowed remediation step, and creates a new review branch without altering the immutable source packet or ownership arrangement.
Why is requesting evidence different from producing it?
A request establishes that a record was sought. It does not establish that the record exists, was supplied, is authentic, is complete, or supports the bounded claim.
When a required institutional owner is absent, the lab preserves the gap instead of assigning the duty to the nearest operator or treating an interface click as authorization.
