It is an immutable synthetic record of a bounded challenge, requested and produced evidence, review ownership, corrective action, preserved prior state, current disposition, and residual unknowns.
Does closing a dispute prove that the system was safe or that a person was responsible?
No. Closure records a bounded disposition and unresolved questions. It is not certification, operational release authority, a legal verdict, or a blame allocation.
Why must a correction preserve the earlier packet?
A corrective action should create a new state while retaining the earlier packet, statement, evidence basis, and reason for change so history cannot be rewritten after the outcome.
Closure is not certainty. Corrective action is not historical erasure. A human click is not a liability transfer.
