Seven separations
Each statement below has a different evidentiary meaning. The public lab preserves the separation even when a workflow would prefer one convenient “closed” label.
A monitoring schedule records intent and cadence. Only an execution record establishes that monitoring occurred.
An observed signal is a trigger for review, not proof that the control regressed.
Reopening creates a later immutable branch. It does not alter the source dispute, audit, closure, or hash.
A control may degrade under one changed condition without being ineffective in every version or context.
Suspension pauses reliance while evidence is reviewed. Retirement ends current reliance and preserves the historical state.
Independent revalidation may restore support for a new state. It cannot erase the earlier invalidation.
Reopening a technical audit neither assigns nor removes legal, moral, criminal, command, or institutional responsibility.
